The revocation of the shipping license comes after the U.S. government tightened export controls on advanced semiconductors and chipmaking tools to China in October, building on previous rules. ASML said it does not expect the revocation of its export license of U.S. export controls "to have a material impact on our financial outlook for 2023." CNN —ASML has been ordered by the Dutch government to restrict shipment of some of its chip-making equipment to China, the company said on Monday. For several years, the Dutch government has faced pressure from the United States to limit chip-related exports to China. ASML said when the rules were updated that due to “the length and complexity of the regulations, ASML will need to carefully assess any potential implications.”The updated export restrictions would affect between 10% and 15% of the firm’s sales to China, ASML Chief Executive Peter Wennink said during an earnings call in October. China reacted on Tuesday, by calling the US curbs “hegemonic” and “bullying.”These actions will “undermine the global semiconductor landscape,” Foreign Ministry spokesperson Wang Wenbin said.

On Thursday the Dutch group said Chief Executive Peter Wennink is retiring after a decade at the helm. The Veldhoven-based group dominates the market for lithography equipment, a key tool for making microchips used to power everything from smartphones to cars. Demand for its kit has seen ASML’s revenue quadruple and its shares deliver a 1,000% total return since Wennink took over in July 2013. But ASML’s current market power makes it harder for his successor to do deals without inviting antitrust scrutiny. The next 1,000% return is likely to take longer than 10 years.

AMSTERDAM, Oct 25 (Reuters) - Several Dutch lawmakers on Tuesday challenged the Netherlands' Trade Minister over whether the U.S. has acted correctly in unilaterally imposing new rules regulating the export to China of another chipmaking machine made by ASML Holding (ASML.AS). The U.S. last week announced new rules giving Washington the right to restrict the export of Veldhoven-headquartered ASML's Twinscan NXT1930Di machine if it contains any U.S. parts at all. The deep ultraviolet (DUV) lithography machine can be used to help make both relatively advanced computer chips as well as mid-range and older chips. The U.S. has pressured the Dutch government not to export any of its most advanced machines to China since 2019, and in June the Dutch government introduced its own licensing requirement for slightly less advanced machines. ASML dominates the market for lithography equipment, used by chipmakers such as TSMC (2330.TW), Samsung (005930.KS) and Intel (INTC.O) to help create the circuitry of chips.

"We do not expect these measures to have a material impact on our financial outlook for 2023" or longer term financial forecasts, it said. The company added in the statement that it is still studying new guidelines announced by the Biden administration overnight. Previous rounds of restrictions from the U.S. government have barred the company from selling its most advanced products to customers in China.

Under pressure from the United States, the Dutch government does not grant ASML licences to export EUV tools to Chinese chipmakers. Like in a camera, the High NA, or high numerical aperture tool, will gather light from a wider angle for up to 70% better resolution, although the ASML tool uses a system of mirrors rather than a lens. Separately, Wennink confirmed that ASML will have more sales in dollar terms from its previous generation "DUV" machines than EUV machines in 2023. ASML is forecasting 30% sales growth this year due in part to strong demand from Chinese customers for the older machines.

Samsung's 11-year-old investment in ASML has been hugely lucrative. Over the past decade, ASML shares have delivered a whopping 25% annualised return to its shareholders. It's part of Samsung's ambitious $230 billion commitment to bolster South Korea's semiconductor and high-tech sectors over the next 20 years. Moreover, Samsung's cash is probably held in overseas affiliates and subsidiaries across different jurisdictions; its annual report lists hundreds of entities abroad. That should help ease Samsung’s vexing cash bind, but the company may still need to come up with some creative funding choices.

AMSTERDAM, June 26 (Reuters) - Dutch computer chip equipment maker ASML (ASML.AS) may refuse job applicants on the basis of their nationality when required to do so by U.S. export rules, a Dutch human rights body has found. ASML, based in Veldhoven, Netherlands, has significant operations in the U.S. and makes equipment used in semiconductor manufacturing. Export Administration Regulations (EAR) "although not originating from the Dutch legislator, are indeed binding for ASML," the institute said. A Rotterdam-based anti-discrimination foundation had filed a complaint over ASML's hiring practices, arguing that Dutch law does not permit discrimination on the basis of nationality. Those categories include Iran, Syria, North Korea and Cuba, but also about 20 other countries considered a national security threat to the U.S., including China and Russia.

Although the letter does not reference China, it comes after pressure from the White House, which in 2022 imposed export controls that limit Beijing from accessing certain semiconductor chips. At the time, American officials recognized that if other countries did not impose similar restrictions, the export controls would lose effectiveness over time. Since 2018, the U.S. has reportedly been asking the Dutch government to stop ASML shipping its extreme ultraviolet lithography machines to China.

After unveiling sweeping new export restrictions in October, Washington appears to have successfully lobbied friendly governments including Japan and the Netherlands to join. Dutch Trade Minister Liesje Schreinemacher already said in November her government "will not copy the American measures one-to-one". Rival Nikon (7731.T) made sales of over 153 billion yen ($1.1 billion) in China, some 28% of total. In November, Dutch Trade Minister Liesje Schreinemacher confirmed the Netherlands was in talks with the U.S. government about new export restrictions.

The U.S. has been putting pressure on the Netherlands to block exports to China of high-tech semiconductor equipment. The Netherlands is home to ASML, one of the most important companies in the global semiconductor supply chain. Instead, it makes and sells $200 million extreme ultraviolet (EUV) lithography machines to semiconductor manufacturers like Taiwan's TSMC. ASML has not been able to ship an EUV machine to China since 2019 due to various Dutch export restrictions, according to a company spokesperson. According to a Reuters report from 2020, the Dutch government withdrew ASML's license to export its EUV machines to China after extensive lobbying from the U.S. government.
